An aspect of semi democracies are the regimes’ tolerance towards protest and criticism. Those regimes that have systems of checks and balances, can afford to allow its populations to pour into the streets, independently of their points of view. Yet at times it can turn to flooding, where the regimes intervene to attempt some sense of order. But the dynamics of chaotic-order remain.
