In 1893, the American Secretary of State wrote a message to the American ambassador in Russia saying that he was very worried that if Russia continued to make life hard for the Russian Jews that the Russian Jews may want to go to America and he did not want them going to America! But they would love for them to go to a piece of Arab land!
