I am not sure “complicit” is the right word. I do know that the Arab world basically wants nothing to do with Hamas and their methods.
The problem is the League of Arab Nations Charter– ARTICLE VIII
“Each member-state shall respect the systems of government established in the other member-states and regard them as exclusive concerns of those states. Each shall pledge to abstain from any action calculated to change established systems of government.” —–The reason for this is that all these totalitarian leaders do not want any interference in their established systems of government.
