It does seem rather generous the IDF supplying safer zones for the non combatants during the war. Places where communal tents, water, food and first aid can be provided to the displaced. As the non combatants slowly leave designated sectors of Rafah, then the IDF can attempt to cleanse the zones from the holy-warriors.
