One of the difficulties when Gazan build structures, is that they often building connecting basements between the buildings. Then criminal elements take advantage of the catacombs and start smuggling all kinds of dangerous objects into Gaza, that ends up triggering wars and many deaths, not to mention the injuries and rubble.
Instead, non Gazans understand that sub surface construction has negative impact upon the water tables and eco-systems.
Probably, the best system would be multiple tent-bungalows for the tourists and high quality tents for the Gazans, that could be easily positioned upon rickshaws. Vehicles for environmental purposes, and also to avoid misuse by the criminals, should be avoided.
