Jews proposed a solution any sane Palestinian leader would not accept. Israel proposed to create small Palestinian state completely surrounded by Israel, thus taking control of the Jordan valley. That plan existed before Israel’s inception. Palestinians do accept the territory behind the Green Line but Israel doesn’t.
