It’s quite clear that long term “humanitarian aid” is in fact a “get out of jail free card” for and despotic regime which has not intention of taking responsibility for its own people. It’s happening in Gaza of course, and now Yemen has decided that responsibility for meeting the basic needs of its population sits with the international community rather than the Houthis who like to think they are in charge.
