Hamas will try to play out its hostages card until it is satisfied that the USA bought into their starvation, heavy casualties in Rafah. Galant is buying into it while the Generals on the front lines are not. Gallant and Ganz want to negotiate this out.
There are no negotiations that will accomplish an Israeli victory or even bring the hostages back. It is simply a charade.
I would send a public letter to Schumer, McConnel, Bowman and Johnson as well as the US and Israeli press stating:
Our bottom line is that we are going into Rafah after a set date within 2 weeks unless all hostages are released to Egypt, Qatar or the USA with a full list of 134 postages plus the 2 bodies and 2 hostages from before. The USA in conjunction with Qatar and Egypt needs to persuade the population in Rafah to leave with 7 days, or they will be considered human shields and/or active combatants.
Give the USA a list of equipment you will need and that drop dead date. If they cannot supply than advise that you will have no alternative that to use dumb bombs risking the lives of more civilians. It is of upmost importance to the hostages and winning the final battle so Israel can feel safer.
To show you mean business start with leaflets on in the Philadelpi corridor and pose a day intensify if you do not see movement out. Be prepared for a counter attack, but that will signal an invasion and Arabs usually take off post haste Use Central Gaza, and Arafart (MHRIH) for assembly points. KEEP UNWRA OUT. and Use the US Army kitchen guys for distribution.
