The North Gaza Governorate will soon be a military zone with very few inhabitants. Within a few hours walk or a few minutes by vehicle, those leaving the Gaza Governorate can easily reach safer zones with water, food and medical attention. Those that want to stay and support the jihadis know that there is great risk to injury and even death. But as the war has evolved, so has the ability for the Gazans to decide their own fate.
