Turkish Airforce at the request of Tehran were involved in search & rescue mission since Iran doesn’t have night vision cameras on their own rescue aircraft. I find it extraordinary to see a helicopter go down but not be tracked by a security escort. I doubt Baku had preknowledge of the incident following a dam opening on the Iran side of border. I hope cool heads will prevail with a smooth transfer of leadership.
