From what I understand and why the Israelis have returned to Washington, is that The US is OK with a Rafah incursion provided that it is done in stages.
The way I would do it is to bomb the centre of Rafah and/or the refugee camps. That would encourage a large number to leave. Next would be Philladelpi corridor and a two prong attack on the Israeli side and from Khan Yunis leaving the Meditteranean side open for escape.
