It incorporates the fear of them being “persecuted” as Jews, but imposes no obligation that they faithfully follow the requirements of that religion. In short, it trains them to imitate Jews in the way they dress, their language, and other superficial ways, but utterly discards any duty for them to live righteously and be observant to the tenets of the Jewish faith. Consequently, what you get is a bunch of pretenders who talk as if they were Jews, but actually don’t abide by any restrictions that the religion imposes.
