“Netanyahu may not win the battle of Rafah”, but
-1- Rafah will be destroyed, much like Gaza City and Khan Yunis, and
-2- Hamas leaders (Sinwar, etc.) and fighters along with their human-shields, much like Gaza City and Khan Yunis.
So,
The displaced 1,000,000+ people of Gaza will certainly lose the battle of Rafah and Catastrophically, and
The Hamas Infrastructure, leaders, and fighters will almost certainly also lose the battle of Rafah.
