If I was Netanyahu, I would organize a Press conference and lay out the following:
1. There will be a unilateral cease-fire of 10 days provided that Hamas abides by it.
2. No aid will be allowed in unless and until ALL the hostages are released
3. Israel reserves the right to enter Rafah if hostages are not released within that 10-day period
4. Aid will be allowed within that 10-day period in proportion to hostages released.
5. Israel will allow Gazans to go back to their homes only after Hamas surrenders with their weapons.
