Kingdom of Yugoslavia was administratively organized into counties (banovine in Serbian and Croatian languages). Not a single county had national prefix.
Vardar county did not follow ethnic lines. Thus a portion of South Serbia was within Vardar county borders. The seat of the county was located in Skopje.
Only Drava county followed ethnic lines and borders of Slovenia. You still have no a clue.
