The Court put in Article 81 because the GA’s question was put before the start of the genocide. The Court is currently in the middle of deciding the genocide case brought by South Africa.
ICJ advisory opinions are binding law; however, there is no enforcement mechanism — no global police force with global jurisdiction. Obeying the law is a matter for UN member states. All member states, per the Court’s judgement, have a legal obligation to sanction ‘Israel’ and to end cooperation with it until it ends the illegal occupation of the West Bank, Gaza and East Jerusalem.
