This UNRWA school was not turned into a shelter but just the opposite, it was turned into a base of operations and a place for cover for Hamas operatives and to hide munitions. The same as they do with Mosques, Hospitals and other public places, including using ambulances to transport operatives and munitions. The day is over when Hamas can do these things (human shields) expecting those places not to be struck. The people know this and so does UNRWA.
