The problem is that Jordan doesn’t want them (nor does anybody else). Jordan is the only country took in Arab refugees after the 1967 war and actually let them live freely rather than force them to stay in refugee camps, as, e.g., Lebanon did and does. For their troubles Jordan got a coup that attempted to take over the country. No good deed goes unpunished.
