There are many Hamas and PIJ soldiers that pose threats to Israel’s security. It has only been about six months of war so far, and still four to six thousand Gaza soldiers are still fighting the occupation forces. Essentially there are no agreed upon sanctuary zones for the Hamas and PIJ forces. All areas in Gaza are fair targets to try to stop the Gazan military forces. In another six to nine months, the invaders will probably have stopped most of the jihadi militia members.
