During the first three months of the war, when there was still a raggedy Ministry of Health, the numbers invented of injuries and deaths, were never broken down into estimated jihadis and non-combatants. Part of the problem is that the jihadi Ministry of Health, have been conditioned from an early age, to view all Gazans as themselves, as jihadis.
So the Sinwar Siblings and those similar in the jihadi controlled sectors mistakenly see their their forces to be 2.2 million. But in reality the jihadi supporting sector of the population is about 10%, thus 220,000 participants in varying degrees.
So if 40k are dead and another 80k injured, then there are still another 120,000 mingling about causing havoc. So if the injuries and KIAs are used as a gauging mechanism, there are needed another twelve months of war to reduce the capabilities of the jihadis to only a few thousand.
Everything takes time, injuries and deaths for the IDF to continue cutting out the stragglers and herding them to detainment/POW camps. After the jihadi POWs have helped out with value intel, then they can be shipped off to their choice of pro jihadi nations to restart their lives. The IDF will probably send along their relatives as well, so they do not feel too alone in their new lives.
