It makes even less sense when you consider that Hamas had never before used tactics of harming children and women. If it was true it would be a complete change of their tactics, and that is not to be assumed lightly, because those war actions are reflective of religious restraints which are virtually impossible for local Hamas leaders to just decide to deviate from without first providing YEARS of “re-training” to get compliance from their troops on the front line. You can’t just flip religious-based rules at a moment’s notice and expect compliance.
