They target entire neighborhoods because they believe one rank and file Hamas personal lives there. Their AI programs tell them how many innocent people will be killed as a result of exterminating one low level Hamas flunky. Hamas agent have to live somewhere.
By your definition of what a human shield is...every israeli citizen in every neighborhood is also a human shield. Israel has universal conscription. Israeli soldiers literally live everywhere in Israel. Every neighborhood and every apartment building in Israel uses innocent civilians to shield their soldiers from attack. There is no difference. But only one side is ever accused.
