-1- The US, EU, UN, and “Italy can propose a plan to rebuild Gaza”, but they should not, without a peace agreement,
and
-2- Israel hasn’t proposed a plan NOT to rebuild, and NOT to allow return of Gaza displaced, but it should, unless and
until all Palestinian Authority factions (Fatah, Hamas, PIJ, etc.) accept an unconditional peace agreement with Israel.
