Hamas was never obligated to follow any “laws of war” in the first place because they are not a signatory state that agreed to the various conventions and international agreements.
“Israel” on the other hand was able to file complaints if another UN member state violated those “laws of war” by acting against them. That has now been ended since it is not possible to violate laws which no longer exist.
