That policy of obligating combatant countries to provide relief to the enemy populations needs to be rethought.
And the UN’s role in this push should also be carefully rethought.

Some believe that the UN, WFP and other NGOs should not be providing humanitarian relief to any aggressive country that chooses not to feed their own people, and instead waste their limited funds on military weapons. IF the UN does that, as in the case of Gaza, then the UN is enabling HAMAS to carry out their war without responsibility for governing their own population and providing humanitarian relief.

That can also be said in the case of Lebanon’s Hezbollah and Yemen Houthis.

Clear, consistent guidelines need to be agreed upon. Otherwise, more aggressive countries or terrorists running a country, will take advantage of the UN’s humanitarian aid, enabling these countries to spend more on military weapons and not care about their own population.
