Palestinian jihadism is based upon its capacity to provide services. One of the most lucrative is to accept assignments of terror. Ideology is nearly always a lower priority to making profit. So the buyer of the services says attack Israel, the jihadis wait for the advance payment in arms and big bucks, and plan the mission. If it is completed, there are bonuses as well. Now we wait and see if they will be able to collect the pay-outs.
