Yes, that allowed for Zionist migration which was compassionate. At no point did it create a Jewish state or give them a state and it protected the indigenous people’s rights.
Most Jews aren’t Zionists so they’d never create a majority. In fact most Jews ended up there because of political fallouts elsewhere.
