They are refugees because they are living under Israeli occupation, denied the right of self determination and statehood. Many are displaced from towns and cities now inside Israel as a result of partition and Israel’s seizure & annexing of additional land.
The Palestinians government you speak of are more like municipal authorities. They have no power to protect Palestinians from Israeli aggression.
