There is still a bit of scepticism in such a deal since Armenia owes $10 Billion for war reparations. It all comes down to what Aliev sees as best deal. If Azerbaijan had control of Zengezur then there would be no customs checks for road/rail freight running between Türkiye/Nakhchivan and Baku. The other point is how Tehran Baku diplomacy is progressing since the Azerbaijan Embassy attack not long ago.
