Herzl arrived on the scene 13 years after Zionism had already started, after 30,000 Jews had already arrived in Palestine. If you look at link number 6 below, you will notice that the Ottoman government had many exchanges with the American government because the American government had made a lot of the Russian Jews to be American citizens so that it would interfere is the Ottoman government wanted to get rid of them and it did interfere. Those exchanges happened before Herzl arrived.
