The American government has no problem at all with European
Jews occupying Arab land by the use of force but they did
have a problem with Russian Jews wanting to come to
America. Of course America will never allow a state of the
Jews on American soil, that would never happen! But why did
it happen on Arab soil?

Jewish emigrants now at frontier stations,
on their way to America, if officially certified to be destitute,
will he provided by Russian consuls at the ports of departure
with the sums necessary to insure their admission into the
United States … inform the Russian Government that assisted
immigrants of the class mentioned, will not be permitted to
land in the United States.
