I blame Catherine the Great. Prior to her accession there had been very few Jews in the Russian Empire, but she acquired a large number by the partitions of the Poland-Lithuania Commonwealth in the late 18th century.
Yet more Jews fell into the Russian Empire in the 19th century with the conquest of Central Asia and the Caucuses.
