On December 17, 1862, General Ulysses S. Grant issued and signed General Orders No. 11 to evict Jews from the vast war zone under his command-known as the “Department of the Tennessee, ” but actually stretching from northern Mississippi to Cairo, Illinois, and from the Mississippi River to the Tennessee River. His edict was subsequently described as “the most sweeping anti-Jewish regulation in all American history.”
