While in the Palestinian Territories it is relatively easy for non combatants to avoid being struck, this is not the case in Syria. For example in Gaza, nearly everyone knows who belongs to the jihadis and their support networks. So when the IDFers give prewarning, the Gazans that are unaffiliated, distance themselves. Of course those that are ‘connected’ often prefer to continue their jihadi tasks, even if it means meeting their makers.
This is also clear in South Beirut and south of the Litani Mason Dixie Line. But in Syria, the Hizzybillies and IRGC are few in comparison to the locals and not everyone knows their faces and locations of operations. But Syrians like all others, talk to one another, and try to steer clear of their unwanted mercenary guests from Lebanon and Iran.
