Hamas has a need for tunnels, but you are correct, the people of Gaza would have been better off if that money was spent building more infrastructure and waste management facilities, electrical up grades and beating their swords into plow shares, and all that money used to build rockets and tunnels could have been used for heavy equipment for buildings, roads, and farming.
