Biden not recognized ICC verdict was to expected. He would not physically attack the ICC but if say Republicans., the ones who passed the Hague act, ever attacked a European state in this manner it would be the US that would see the political fallout. The entire world would not only condemn it but it would push even Europe away from an alliance with the US. Rest assured any administration in the US that turned America into a global pariah would face the wraith of not only the world but of American voters.
