Quite likely many of the people in Rafah are non combatants but support the Hamas and PIJ regime. So many might not want to take safer ground as the invaders start tightening down on the little city. And being connected in various ways to the Gaza militias, if they do decide to exit Rafah, they will be filtered out and detained. By now, after all the capturing of the command posts and militia commanders, the Israelis know who is who, for the most part. Many thousands will need to be detained and searched and invited to inform on the militias. The war is far from over.
