This can only mean two things:
The old man does not know what he is talking about, he seems to have no clue how to go about doing what he is proposing. But if he does know what he is talking about would mean that he is very insulting to the Arab kings who have been friendly to him that he did not consider them important enough to at least let them know in advance what he was going to be proposing. My own assessment of this man is that he is very childlike. Hard to believe that the Americans elected this man.
