Population transfer is not a new concept. It happened in Germany-Poland-France-Czechoslovakia after WW2 and then in India-Pakistan. Recently we have seen it in China and Myanmar without a peep out of the Muslim States. There are consequences to terrorism as was shown in China(Uighurs) Myanmar(Royhinga) and even in the Philippines. With the Palestinians disbursed around the Arab world, peace may prevail in Israel. The wider Arab world will continue with its Jihad that is Muslim on Muslim for most parts as in Syria, Yemen, Libya, and Iraq.
