Iran is capable militarily in only one aspect, and that is its ability to successfully ward off any land invasion into Iranian soil. Knowing its vulnerability from aerial attacks, Iran is careful to make limited direct aerial strikes against countries outside its borders, as to not provoke a major backlash.
