I think he truely believes that the US has Jurisdiction over the Palestinian territories, thats maybe why they take the self determination and if and what aid comes trough over their pier is now in their hands. And even the end of funding to UNRWA and the question of Statehood at the UN Security Council, which they Veto is a clear sign of it. They even negotiate over the lifes of Palestinians as bargaining chip, with Muslim/Arab countries over normalisation ties with Israel. That is what they believe is their Jurisdiction.
