Before the twin towers attack , international lawyers generally agreed that it did not trigger Article 51. After the attack the UNSC incorporated the words “inherent right of self-defense” as part of Resolution 1373 condemning the terrorist attack . The SC did not explain how how a military response to terrorism can accomplish the legal conditions for lawful resort to force in self-defense.
