The Israeli government had a separate proposal in 2017 to help turn Gaza into an equivalent of Singapore on the Mediterranean if Hamas would put down their arms. They refused saying that prosperity didn’t interest them and that their goal was eliminating Israel.
That’s the problem when Westerners attempt to negotiate with Islamic terrorists – they don’t understand that there is a different set of cultural values which is uninterested in improving people’s material well being.
