Why do you insist on talking nonsense. Read the founding Article 80 of the UN. Just because a debate was called for and passed as resolution UNGA181 does not mean that the Arabs got a state. A state was created for the Arabs in Jordan in 1922 by the League of Nations.
They could have set up a state in 1948-1967 but just like in 1948 they were not interested as they are not interested even now.
The ICJ cannot order anything to do with the Sovereignty of the Jewish State of Israel and cannot order the breaching of Israel’s borders even for humanitarian aid which the Gazans are already getting via Rafah and airlifts and Karem Shalom.
