Hamas isn’t obligated to follow any orders of any international bodies until such time as the UN grants Palestine full unanimous recognition as a state. When that happens, then they will be obligated to follow the same laws as all other member states. The current UN political pandering to “Israel” and the USA by countries wanting to mooch American tax dollars is, ironically, what frees Hamas to legally do anything they wish. Of course, Hamas is too honorable to do it but they could literally be doing all the disgusting reproduction with Israeli girls and baby beheading that “Israel” has openly fantasized they did…and Hamas wouldn’t be violating any legal obligations in doing so. Hamas is fighting within the laws of war because they have honor…not because they are obligated to legally.
