How about Egypt sells up to 15% of the Sinai to the PA to create a Palestinian State and all Gazans ,Judea and Samaria Muslims and Israeli Arabs relocate there? Egypt is in charge of security there and Israel creates Industrial zones in Israeli Rafah for Arab dayworkers. Sort of like a buffer. All Arabs who want to remain part of Israel must pledge loyalty to the Jewish State and do IDF duty .
