Nicaragua chose Germany because that country has granted full jurisdiction to the ICJ. The United States, on the other hand, denies the court’s jurisdiction except in cases where Washington explicitly gives its consent. Nicaragua’s decision in this instance has nothing to do with fear of US retaliation. Nicaragua has demonstrated its defiance of such actions, including economic sanctions, for many years.
