Palestine used to be part of the Ottoman empire and most of its people loyal Islamic subjects. They didn’t see themselves as “ethnic” Palestinians but rather Arab Muslims that just happened to live in Palestine as opposed to say what became Jordan. Anyone could be “Palestinian” a hundred years ago. There was no official guarantee of a Palestinian state other than two-state solution.
