It is important to remember that the war has only been on-going for about eight months. There are still about one third of the Gazan jihadi combatants still fighting; and about two thirds of the tunnelling still semi functional. So the war will probably drag on for another 18 to 24 months.
The IDF offensives have changed in approach, so the collateral injuries and deaths to non-combatants is at a lesser rate than previously. Also the IDF can now afford to increase relief and medical support with lesser risk to their troops, since the jihadis are severely weakened. Gradually more and more relief arrives and the medical facilities are increasing slowly.
Luckily, since Gaza is so tiny an enclave, the persons shifting for safety can do so quickly and in very short distances. The setting up of Humanitarian Zones was a win-win for the Gazan non-combatants and the IDF. Humanitarian Zones on the other hand are a cost for the jihadi war effort, in that it greatly reduces the use of the Gazan as human-shields.
