The US continually pressured Britain to allow Jewish immigration and purchase of land in Palestine. The American Congress became the hotbed of Zionist intrigues and propaganda through the use of Jewish congressmen vote and money. The executive branch, especially the President, was deeply affected by congressional influence in taking a pro-Zionist policy. The Congress was instrumental in seeking American aid for the Balfour Declaration, the British mandate and Jewish immigration to Palestine.
